A series of crisis worldwide has forced millions of families to flee their homes. The UN Refugee Agency’s Emergency Response Team faces the enormous task of providing enough food, water, emergency shelter and protection to help families survive. When tens of thousands of refugees streamed across the border from Darfur, Sudan, into the semi-deserts of Eastern Chad in late 2003, only immediate aid was going to prevent catastrophe. In a matter of days, our Emergency Response Team was there, addressing the refugees' most pressing needs - distributing food, water and shelter and finding suitable sites for refugee camps. Tackling enourmous challenges, including an acute shortage of water, the team went on to help establish 12 camps- offering shelter, supplies and services for more than 200,000 people. In the past, UNHCR has reacted to emergency situations caused primarily by conflict. However their expertise has lead to increasing involvement in disaster relief efforts such as the Pakistan earthquake and the boxing day tsunami.

These Key Indicators help UNHCR define an Emergency situation requiring an extraodinary response and exceptional measures:
Crude Mortality Rate (CMR) - rises to more than 5 deaths per 10,000 per day – more than ten times the normal CMR.
Under 5 Mortality Rate (U5MR) – rises to 4 deaths per 10,000 per day – four times higher than normal.
Health – surveys reveal a significant increase in one or more of the following conditions: measles, diarrhoeal diseases, acute respiratory infections, malaria or malnutrition.
Nutrition – a nutritional emergency exists when more than 15% of children under 5 years old have 80% weight for height ratios or less. This critical percentage drops to 10 % when other factors like a measles epidemic are present.
Minimum relief to be provided in emergency situations
Clean water – minimum survival allocation:7 litres/person/day.
Food – minimum food energy requirements for a population totally dependent on food aid: 2,100 kcal/person/day.
Shelter – protections from wind, rain, temperature extremes and direct sunlight.
Other: 1 latrine per family (6 to 10 persons) 1 water tap per community (80 to 100 persons) 1 health centre per camp (or 20,000 people) 1 hospital (up to 200,000 people)
